EXCAVATION AND PLACEMENT OF FILL FOR EXPANSION OF A DRILL PAD AND THE INSTALLATION OF TWO FLOWLINES IN ST. JAMES PARISH
NAME OF APPLICANT: Hilcorp Energy Company, c/o Tim Morton & Associates, Inc. Attn: Donna Hollier, 730 E. Kaliste Saloom Road, Lafayette, Louisiana 70508.
LOCATION OF WORK: Within the Lapice Oil Field, Section 38, T12S-R15E, near Napoleonville, Louisiana, in St. James Parish, within the Barataria Basin in hydrologic unit (HUC 08090301), as shown on the attached drawings.
CHARACTER OF WORK: The applicant has requested Department of the Army authorization to clear, grade, excavate, and deposit fill to construct and maintain a 400’ by 400’ ring levee, which will expand an existing drill pad and aid in the placement of a drill rig to drill the Lapice Field Location C. In addition, if the well is successful a 2-inch and 3-inch flowline will be installed on the surface of natural ground and buried under road crossings from the well to an existing facility. Approximately 892 cubic yards of earthen native material will be excavated and redeposited and approximately 2,531 cubic yards of hauled in fill material will be placed to complete the project. The proposed project will impact approximately 1.57 acres of jurisdictional scrub shrub wetlands in the footprint of the pad.
The applicant stated that they have designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable. Any further reduction would limit usage of the property and, therefore deem the project impracticable. As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
