Mr. Herman Nelson, Sr. (New Koliganek Village Council) stated purpose is to improve access to the new cemetery to allow convenient travel for all residents to a culturally significant location. The project site is located at 59.71847° N., 157.30751° W.; Seward Meridian; USGS Quad Map Dillingham C-4; approximately a third of a mile east of the land fill along Charlie Nelson Road near New Koliganek, Alaska. PROPOSED WORK: The applicant proposes to discharge 1,470 cubic yards of gravel fill into 0.55 acres of tundra wetlands to construct an access road and parking area for the cemetery. The road would be 642 feet long with a 12-foot wide driving surface and 3:1 side slopes. The parking area would be 100 feet by 50 feet. The road would be lined with a geosynthetic fabric and culverts would be installed at two locations to maintain proper drainage. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 25, 2017.
