This application is being reviewed in accordance with the practices for documenting Corps
jurisdiction under Sections 9 & 10 of the Rivers and Harbor Act of 1899 and Section 404 of the
Clean Water Act identified in Regulatory Guidance Letter 08-02.
Project Purpose: The purpose of the project is to improve traffic safety at an intersection by
construction of a roundabout.
Project Description: The project involves the construction of a roundabout at the intersection
of Beltrami County Road 7 and County Road 11 (Adams Avenue NW and Division Street W).
The intersection is located between Bemidji High School and the new Gene Dillon Elementary
school, which will open for the 2018/2019 school year. Traffic studies have been completed to
address increasing average daily traffic for the current high school location, events held there,
the Bemidji Community Arena and the proposed elementary school. Roundabouts have been
determined to be highly effective in managing traffic and reducing the severity of crashes. The
proposed construction will meet the current standards as outlined in State Aid Operation,
Chapter 8820.9936.
Name, Area and Types of Waters (including wetlands) Subject To Loss: The existing
intersection is located within a wetland basin, with wetland areas present in each of the four
quadrants. Construction of the roundabout will expand the intersection footprint and widen the
approach roads, resulting in permanent impacts to the four wetland areas. The wetlands are
described as shallow marsh (Type 3), with predominant vegetation consisting of cattails and
sedges. The proposed project would permanently fill 1.33 acres of shallow marsh wetlands.
Compensatory Mitigation: The applicant has proposed compensatory mitigation for
unavoidable permanent wetland impacts by debiting mitigation credits from a Local Government
Road Wetland Replacement Program (LGRWRP) approved bank.
Alternatives Considered to Avoid and Minimize Wetland Impacts: The applicant considered
alternative methods for controlling traffic speed and improving safety at the intersection, but
roundabouts were determined to be the most effective measure in safely managing traffic. The
project utilizes the existing road alignment and adjusted inslopes to minimize wetland impacts.
The applicant will implement best management practices during and after construction to
minimize associated impacts.
