PROPOSED LETTER OF PERMISSION PROGRAM FOR LOGJAM REMOVAL IN PERSHING STATE PARK.

APPLICANT: Missouri Department of Natural Resources

PROJECT LOCATION: In Locust Creek, a previous channel of Locust Creek and Higgins Ditch within the boundaries of Pershing State Park, in Sections 27, 26, 34 and 35, Township 58 north, Range 21 west and Sections 2, 3, 10, 11, 14, 15, 23, 26 and 27, Township 57 north, Range 21 west, in Linn County, Missouri.

ACTIVITY: The Kansas City District is proposing to implement a new LOP procedure to more efficiently authorize activities which involve discharges of dredged or fill material into waters of the United States under Section 404 of the Clean Water Act associated with the removal of logjams in an 11.7 mile reach of Locust Creek, in an approximate 1.7 mile reach of a previous channel of Locust Creek and in an approximate 3.4 mile reach of Higgins Ditch, all located within the boundaries of Pershing State Park, for a total of 16.8 stream miles. The new LOP procedure would be an optional abbreviated permit process available to the Missouri Department of Natural Resources for Department of the Army permit activities meeting the criteria and conditions described in this notice. If the proposed activity does not meet LOP criteria or the applicant chooses not to use this process, the activity may be evaluated under a different permit procedure (Nationwide Permit, General Permit or Standard Permit).
