The applicant, Capital Sand, requests permit authorization from the U.S. Army Corps of Engineers (USACE) for construction of infrastructure facilities needed to operate a barge loading facility on the Mississippi River. The purpose and need of the Capital Sand project is to create a safe and easily accessible location for the loading of aggregate. While river based projects have occurred at this location in the past, the previous infrastructure needed for the proposed operation was outdated, and had become unsafe. The new project proposes two dock barges with spuds measuring 40 feet by 140 feet. In addition to the infrastructure being placed in the river, two barge fleets, measuring five barges wide and two rows of barges long, are proposed to occur upstream on the right descending bank of Mississippi River mile 50.2 and 50.3 respectively. Impacts to the Mississippi River include the placement of the spuds for the dock barge. Landward of the bankline, in an area which does not contain jurisdictional wetlands, will be an unloading pit, conveyors, screen and telescoping conveyors with no supports past the top of bank.

The proposed project occurs on the right descending bank of the Mississippi River at approximate river mile 49.9 to 50.3. Specifically, the project is found in Section 18, Township 30 North, Range 14 West, at latitude 38.3655119 and longitude -90.360707 in Cape Girardeau County, Missouri.
