The applicant proposes to clear and excavate 9.5 acres of jurisdictional palustrine scrub shrub wetlands to obtain gravel. A 1280 feet long, 24 feet wide access road would be constructed from the cul-de-sac at the end of Tria Road, (2’ depth of fill and would require 2,300 cubic yards of fill). A 2.4 acre stockpile area in scrub shrub wetlands would be located at the south side of the lot and would be used primarily to store sandy soil, (approximately 30,000 cubic yards of sandy soil and gravel would be temporarily stockpiled at any one time). The areas of work would be cleared with a hydro-ax. Phase 1, the gravel extraction, is expected to take 5 years. An excavator would be used to extract the gravel. After gravel extraction is completed reclamation would commence. Reclamation would include the removal of the road. The extent of the dredged area would not be within the 250 feet minimum distance from the center of the existing Flood Control Levee.
