Proposed Expansion and Modification of an Existing Residential Subdivision in Tangipahoa Parish

NAME OF APPLICANT: McCormick Construction, c/o Hydrik Wetlands Consultants, Mike Henry, 2323 Hwy. 190 East, Suite 2, Hammond, Louisiana 70401. LOCATION OF WORK: Near Sellers Creek, at the southeast corner of Dunson Road and Brown Road, Section 3, T6S-R8E, approximately 3.7 miles northeast of Ponchatoula, Louisiana, in Tangipahoa Parish, within the Lake Maurepas Basin in hydrologic unit (HUC 08070204), as shown on the attached drawings. CHARACTER OF WORK: The applicant has requested Department of the Army authorization for a time extension and modification to an existing permit which authorized work to clear, grade, excavate and deposit fill for the construction of the Blythwood Estates subdivision. Phase I is complete and more time will be needed to complete phase II. No additional impacts to jurisdictional waters will occur. Approximately 0.87 acre of jurisdictional wetlands were preserved in five separated small blocks within phase II. The applicant would like to consolidate these into one larger single piece of jurisdictional wetlands at the northwest corner of phase II and utilize the other areas as part of the subdivision. The original areas of preservation added to 0.87 acre and the new single area proposed is approximately 0.88 acre. In addition some modifications have been made to the layout of phase I and II which include the addition of a detention pond at the southeast corner of phase I, the elimination of two parks and addition of three detention ponds in phase II, and the elimination of a buffer zone at the south end of phase II. A Preliminary analysis has determined that the proposed wetland acreage to be impacted has not changed from the original authorization. The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable.
