Public notice solicits comments for the Los Angeles River Water Well Project.

Metabolic Studiohas requested authorization from the U.S. Army Corps of Engineers (Corps) toconstruct awater wheel within the Los Angeles River within the vicinity of 1796 N. Baker Street, Los Angeles. The proposed project would reintegrate the City of Los Angeles with its historic source of water. The project be installed near the site of the former Zanja Madre (Mother Ditch), the original aqueduct that brought water to the Pueblo de Los Angeles from the Los Angeles River and a former water wheel that delivered water to the Pueblo de Los Angeles in the 1850s. The applicant’s proposed project would require the following authorization from the Corps:

Section 408 authorization pursuant to Section 14 of the Rivers and Harbors Act for alteration of a federally constructed levee. Section 404 authorization pursuant to Section 404 of the Clean Water Act for discharge of fill into waters of the U.S. Grant of consent to construct within Government-owned easement area, pursuant to an easement held by the United States over portions of land within the project area.

The required authorizations constitute Federal actions pursuant to the National Environmental Policy Act, and the Corps is preparing an environmental assessment (EA). The EA will evaluate the impacts of the applicant’s proposed project and reasonable alternatives, and evaluate whether environmental impacts warrant the preparation of an environmental impact statement. The Corps of Engineers is soliciting comments from the public; Federal, state, and local agencies and officials; and other interested parties in order to consider and evaluate the impacts of this proposed project and and alternatives. Comments will be accepted from August 6, 2014 to August 25, 2014. Submit comments to: Environmental Resources Branch
