PORT EXPANSION AND SHORE LINE PROTECTION IN TANGIPAHOA PARISH

NAME OF APPLICANT: SOUTH TANGIPAHOA PARISH PORT COMMISSSION, c/o URS Corporation, Attn: Jim Leblanc, 3500 N. Causeway Blvd., Suite 900, Metairie, Louisiana 70002. LOCATION OF WORK: On North Pass Manchac, at 31450 Highway 51 South, in Manchac, Louisiana, in Tangipahoa Parish, within the Lake Maurepas Basin, in hydrologic unit (HUC 08070204), as shown on the attached drawings. CHARACTER OF WORK: The applicant has requested Department of the Army authorization to place concrete slab panels, pilings, rock, and crushed stone for the construction and maintenance of two timber cluster mooring dolphins, shore line protection, a concrete loading dock expansion, and a boat ramp with a timber dock. Approximately 545 cubic yards of rock will be placed along approximately 900 feet of the existing shore line for protection and approximately 7 cubic yards of gravel will be placed for the completion of the boat launch. Precast concrete slab will be placed on new pilings to complete the construction of the loading dock expansion. The proposed project will permanently impact approximately one acre of “other waters of the US” in the form of waters bottoms. It is anticipated that the proposed action would have minimal impact on adjacent wetlands. The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable. Any further reduction would limit usage of the property and, therefore function deeming the project impracticable. No wetlands or special aquatic sites will be impacted as a result of this project therefore there is no need for compensatory mitigation.
