The Alaska Department of Transportation and Public Facilities's stated purpose is to provide pedestrian safety by providing a separated path for non-motorized recreational users and link to existing multi-use paths in the area. The applicant proposes to discharge approximately 6,000 cubic yards of permanent fill into 2.0 acres of wetlands and temporarily impact 2.0 acres of wetlands to construct an 8-foot wide multi-use path. The path is approximately 4.2 mile long, with a 2,500 foot long segment located in wetlands.
