FILL FOR PROPOSED FOOD DISTRIBUTION WAREHOUSE IN LIVINGSTON PARISH

NAME OF APPLICANT: Lone Oak- Walker, LLC, c/o Pangaea Conservation and Compliance, LLC, Attn: Leonard McCauley, Post Office Box 2171, Denham Springs, Louisiana 70727. LOCATION OF WORK: On Industrial Park Drive, in Satsuma, Louisiana, near Walker, Louisiana, in Livingston Parish, within the Amite River Basin, in hydrologic unit (HUC 08070202), as shown on the attached drawings. CHARACTER OF WORK: The applicant has requested Department of the Army authorization to clear, grade, excavate, and deposit fill and/or aggregate material to construct and maintain a 150,000 square-foot food supply warehouse to include parking, infrastructure, railroad siding, and vehicle maintenance building. Approximately 65,400 cubic yards of earthen fill material and concrete would be hauled in and deposited to achieve required grade elevation. The proposed project is situated on an approximately 22-acre tract that includes 12.92 acres of jurisdictional herbaceous and forested wetlands, approximately 0.55 acre of “other waters of the US” and approximately 8.53 acres of uplands. The proposed project will permanently impact approximately 11.54 acre of forested and herbaceous wetlands and 0.55 acre of “other waters of the US”. Approximately 1.63 acres of jurisdictional forested wetlands will be avoided. It is anticipated that the proposed action would have minimal impact on adjacent wetlands. The applicant has designed the project to avoid and minimize direct and secondary adverse impacts to the maximum extent practicable. Any further reduction would limit usage of the property and, therefore function deeming the project impracticable. As compensation for unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland credits from a Corps approved mitigation bank located in the watershed.
