Two public meetings will be held for the proposed Bay Delta Conservation Plan/California WaterFix project. These meetings will allow the public the opportunity to provide comments to the Corps regarding project impacts under its authorities. This project is located in the Sacramento-San Joaquin Delta in Sacramento, San Joaquin, Contra Costa, and Alameda Counties, California.

Meeting Dates: July 28th and July 29th, 2015 The U.S. Army Corps of Engineers, Sacramento District, (Corps) is a cooperating agency in the preparation of the Revised Draft Environmental Impact Report/Supplemental Draft Environmental Impact Statement (RDEIR/SDEIS) for the Bay Delta Conservation Plan/California WaterFix project. The California Department of Water Resources (Applicant) will submit an application for a Department of the Army permit to construct the project, portions of which will be occur in waters of the United States, under Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act. In addition, the applicant will request approval under Section 14 of the Rivers and Harbors Act for elements of the project that may affect federal levees or other federal projects. This notice is to inform interested parties of the location, date, and time of the public meetings. Public Meetings: Two public meetings hosted by the lead agencies, The California Department of Water Resources and the U.S. Bureau of Reclamation, will be held for the RDEIR/SDEIS and the proposed project. These meetings will allow the public the opportunity to provide comments to the Corps regarding project impacts under its authorities. The public meetings will be held at the following times and locations:

Sacramento – Tuesday July 28, 2015, 3:00 to 7:00pm Sheraton Grand Sacramento Hotel, Magnolia Room 1230 J Street, Sacramento, Ca 95814

Walnut Grove – Wednesday, July 29, 2015, 3:00 to 7:00pm Jean Harvie Senior and Community Center 14273 River Road Walnut Grove, CA 95690 Permit Application: An application for a Department of the Army permit is anticipated by July 31. An additional public notice will be issued when the application is deemed complete. At that time, the public will have 30 days to provide any additional comments to the Corps. AUTHORITY: The application will be evaluated under Section 10 of the Rivers and Harbors Act of 1899 for structures or work in or affecting navigable waters of the United States and Section 404 of the Clean Water Act for the discharge of dredged or fill material in waters of the United States. The applicant will also submit a separate application to be evaluated under Section 14 of the Rivers and Harbors Act of 1899 (33 U.S. Code Section 408) for impacts to the federal levees and channels. APPLICANT: California Department of Water Resources, Attn: Mr. Mike Bradbury, Program Manager, 901 P Street, Suite 411B, Sacramento, California 95814-6431 LOCATION: The approximately 43.9-mile proposed alignment is located within the Sacramento-San Joaquin Delta starting along the east bank of the Sacramento River approximately 3.5 miles north of the community of Hood, Latitude 38.419685°, Longitude -121.509515°, Sacramento County, and terminating immediately south of the Clifton Court Forebay, Latitude 37.799232°, Longitude -121.582113°, Alameda County, California. The alignment passes through Sacramento, San Joaquin, Contra Costa, and Alameda Counties. PROJECT DESCRIPTION: The applicant will be applying for approvals to construct Alternative 4A as described in the Partially Recirculated DREIR/DSEIS, released on July 10, 2015. The RDEIR/SDEIS documents are available online at http://baydeltaconservationplan.com/2015PublicReview/PublicReviewRDEIRSDEIS.aspx SUBMITTING COMMENTS: Comments may be submitted in writing at the public either of the public meetings. The Corps is particularly interested in receiving comments related to the proposal's probable impacts on the affected aquatic environment and the secondary and cumulative effects. Anyone may request, in writing, that a public hearing be held to consider this application. Requests shall specifically state, with particularity, the reason(s) for holding a public hearing. If the Corps determines that the information received in response to this notice is inadequate for thorough evaluation, a public hearing may be warranted. If a public hearing is warranted, interested parties will be notified of the time, date, and location. Please note that all comment letters received are subject to release to the public through the Freedom of Information Act.
