FILL FOR THE CONSTRUCTION OF THE MIXED USE DEVELOPMENT BELLE SAVANNE IN ASCENSION PARISH

LOCATION OF WORK:
In Section 15, T9S-R2E, in Geismar, Louisiana, in Ascension Parish,
within the Amite River Basin in hydrologic unit (HUC 08070202), as shown on the
attached drawings.
CHARACTER OF WORK:
The applicant has requested Department of the Army authorization to
clear, grade, excavate and deposit fill to construct and maintain the mixed use
development Belle Savanne which will include 285 residential lots with homes,
driveways, and green space, 5 commercial retail buildings, one hotel, three
recreational parks, sidewalks, four storm water detention ponds with pertinent
outfalls, a sewage treatment plant, ingress/egress access and parking. Approximately 11,375 cubic yards of earthen
material, soil cement base, concrete, and asphaltic concrete will be deposited
on site to achieve required grade elevation requirements. The proposed project is situated on an
approximately 118.6-acres tract that has been determined to contain
approximately 106.4 acres of uplands, 11.3 acres of forested wetlands, and 0.87
acre of other waters of the US.
A Preliminary analysis has determined
that the proposed project would directly impact 11.32 acres of jurisdictional
forested wetlands and 0.87 acre of other waters of the US.
The applicant has designed the project to avoid and
minimize direct and secondary adverse impacts to the maximum extent
practicable. Any further reduction would
limit usage of the property and, therefore function deeming the project
impracticable. As compensation for
unavoidable wetland impacts, the applicant proposes to mitigate in-kind wetland
credits from a Corps approved mitigation bank located in the watershed.
