CONSTRUCTION OF A ROADWAY IN EAST BATON ROUGE PARISH

NAME OF APPLICANT: City of Baton Rouge, Department of Transportation and Drainage, c/o CK Associates, Attn: Christina Perez, 17170 Perkins Road, Baton Rouge, Louisiana 70810.

LOCATION OF WORK: Located along an approximate 16.2-acre site, in Sections 57 and 58, Township 8 South, Range 1 East, located on and north of Perkins Road, approximately 0.50 miles south of US Interstate 10, near Inniswold, Louisiana, in East Baton Rouge Parish, as shown on the enclosed drawings (Latitude 30° 22’ 59.37”N Longitude 91° 05’ 20.42” W). This project is located in USGS Hydrologic Unit Code (HUC) 08070202- Amite River HUC.

CHARACTER OF WORK: The applicant has requested Department of the Army authorization to clear, grade, excavate and deposit fill and/or aggregate material to construct and maintain a roadway to connect Picardy Avenue, via Mall of Louisiana Boulevard, to Perkins Road. The proposed road include includes bridges at Dawson Creek crossings and a railroad underpass. Bank stabilization measures are required at the bridge crossings and include excavation and placement of riprap. Approximately 10,048 cubic yards of earthen fill material and 5,844 cubic yards of concrete and riprap material would be hauled in and deposited to achieve required grade elevation requirements. A preliminary analysis indicates the proposed project is situated on an approximately 1.7-acre tract that has been determined to be herbaceous wetlands. Of this, approximately 1.4 acres would be used in construction of the facility. A preliminary analysis has determined that the proposed project would also impact approximately 0.3 acres of Other Waters of the US. The applicant has claimed that the project has been designed to avoid and minimize impacts as much as possible. As compensation for unavoidable wetland impacts, the applicant proposes to use a Corps approved mitigation bank within the watershed of impact.
