CONSTRUCTION OF A RESIDENTIAL SUBDIVISION IN IBERVILLE PARISH
NAME OF APPLICANT:
Meadow Oaks Development, L.L.C., c/o D&S Environmental Services,
Inc, Attn: David Templet, P.O. Box 510, French Settlement, Louisiana 70733.
LOCATION OF WORK:
Near Bayou Manchac, Section 9 and 125, T9S-R1E, in St. Gabriel,
Louisiana, in Iberville Parish, within the Amite River Basin in hydrologic unit
(HUC 08070202), as shown on the attached drawings.
CHARACTER OF WORK:
The applicant has requested Department of the Army authorization to
clear, grade, excavate, and deposit fill material to construct and maintain a residential
subdivision (Meadow Oaks) to include 386 residential lots with houses,
driveways, and green space, common areas, two storm water detention ponds with
outfalls, drainage improvements, a wastewater treatment plant, and
ingress/egress. Approximately 6,300
cubic yards of earthen material, soil cement base, concrete, asphaltic concrete
and rip-rap will be hauled in and deposited to achieve required grade elevation
requirements. The proposed project is
situated on an approximately 88-acre tract that contains approximately 2.15
acres of jurisdictional waters and wetlands.
It is anticipated that the proposed action would have minimal impact on
adjacent wetlands.
A Preliminary analysis has determined
that the proposed project would directly impact approximately 0.72 acres of
forested wetlands and approximately 1.43 acres of “other waters of the US”.
The applicant has designed the
project to avoid and minimize direct and secondary adverse impacts to the
maximum extent practicable. Any further
reduction would limit usage of the property and, therefore function deeming the
project impracticable. As compensation
for unavoidable wetland impacts, the applicant proposes to mitigate in-kind
wetland credits from a Corps approved mitigation bank located in the watershed.
