City of Unalaska's stated purpose is to provide additional storage capacity for port-related activities by constructing a fill pad adjacent to the UMC. There are very few flat upland areas in Dutch Harbor, so the project would provide much needed space to improve safety and efficiency of shipping and handling of cargo near existing dock facilities. City of Unalaska's proposes to discharge 37,500 cubic yards (cy) of shot rock and 8,400 cy of armor rock into 2.7 acres below the high tide line ((HTL, approximate elevation +6.7’ above the 0.0 foot contour) and mean high water mark (MHWM, approximate elevation +3.3’ above the 0.0 foot contour) of Dutch Harbor, a navigable water of the U.S. for the construction of a fill pad to increase the storage capacity of the UMC. The fill would be discharged in three phases (see table on Sheet 2 of 3). All work would be performed in accordance with the enclosed plan (sheets 1-3), dated May 18, 2016.
